We are currently working on the construction supervision services for three FIFA-compliant stadiums, precincts, and 41 training facilities across Qatar. The project includes the Lusail Iconic Stadium, which will have seating capacity for more than 80,000 fans and will host the opening and closing ceremonies, along with final matches. Due to the magnitude of the project we are looking for a Quality Control Manager to be part of our team.

Responsibilities

A typical week would include:

Provide necessary technical reports and recommendations as required by SC for the project specific issues;
Review and evaluate the Contractor’s and Sub-Contractor’s Project Quality Plans and if needed guide and mentor them to develop an effective project PQP;
Adhere to SC and PMCM's Standards and Procedures and develop Quality, Construction and Health and Safety plans as well as project procedures;
Review Inspection of Works schedules, perform critical inspections along with the appropriate discipline inspector;
Monitor procurement of materials schedules and coordinate with the appropriate discipline inspectors in order to assure that the delivered materials are being properly verified and meet the project specifications;
Provide recommendations and implement effective inspection and assessment strategies;
Witness site tests performed by the Contractors and report on compliance with project specifications;
Review, validate and comment on the Contractor's Quality Registers to verify information is accurate and provide assurance for post construction verification of compliance of Works;
Conduct and co-ordinate site quality meetings in conjunction with the Lead Engineer;
Ensure the Contractors are using approved material testing laboratories;
Identify quality deficiencies and raise non-conformance reports (NCRs) to the Contractors;
Conduct site visits/inspections and issue site observation reports (SORs) in conjunction with the Lead Engineer;
Notify the Contractor for any failure in implementing effective Quality procedures;
Review and comment on submittals, including test results, method statements, materials and alternate proposals submitted by contractors;
Create and maintain Registers of inspections and tests performed by the Consultant to demonstrate compliance of Consultant's activities;
Support the Lead Engineer by developing reports and forms for the project as per the requirements of the SC and PMCM;
Prepare, follow up on and report the final status of punch lists and snag lists during the project handover process;
Participate in the Testing and Commissioning process (document review, witnessing of actual tests, evaluating test result reports etc.);
Ensure preparation and submission of a comprehensive Project Dossier by the Contractors;
Develop and submit to SC a DLP Management Plan that includes PTW System that allows access to the areas already handed over;
Compile a detailed Punch List at the end of the DLP to confirm, or otherwise, the issuance of the Performance Certificate;
Contribute to the Lessons Learned Knowledge Database through regular reporting of improvement actions;
Develop and carry out Surveillance and Audits with the support of CSC team;
Assist the site team during external audits;
Update, follow up and maintain Non-conformance reports /report log (issued, actioned and closed) when CSC is the auditee.


Quality Management

Develop, implement, monitor and audit the Project Quality Management System of the CSC, Contactor and Sub-consultants;
Develop, review and revise plans and procedures listed in the Document Deliverables List;
Monitor implementation of the CSC and Contactors Quality Management System;
Conduct or participate in QA/QC Site Walks and report findings;
Prepare correspondences and reports related to quality management;
Issue or coordinate issuance of Non-Conformance Reports;
Review quality management related submittals and provide comments;
Preside over QA/QC Meetings, prepare minutes and follow up agreed actions;
Conduct Internal and Contractor Quality Audits, prepare and issue reports;
Conduct orientation/training and workshops on QMS;
Develop, implement and manage process improvement programs;
Ensure the compliance of CSC team with the quality requirements included in the CSC Services Agreement, and LB's own Quality Plan;
Ensure the Contractors have adequate competent QC personnel on site during all production shift operations to perform the inspection and tests;
Work in close coordination with the PMCM’s QA Lead on matters related to develop quality plans / procedures and during its implementation;
Ensure the contractor has a current internal Audit plan/schedule;
Conduct quality audits to verify and confirm that Quality Plans and Procedures are implemented and are effective based on the requirements of SC;
Set-up and implement a computerized system for management of inspection and testing records, NCRs, snags/defects, and related project documents;
Prepare and submit Monthly Quality Reports to the PMCM that includes data related to inspections, NCRs, etc;
Contribute to the continual improvement program of SC and the PMCM;
Prepare and issue a Quality Status Report prior to actual take-over of the Project by SC.

Requirements

Relevant degree in Civil / Structural Engineering from a recognized University;
Minimum 15 years relevant experience;
Minimum 5 years relevant experience in the Gulf region.
